dc.description.abstract | The purpose of this research is to find out how the implementation of the
National Program for the Provision of Community-Based Drinking Water and
Sanitation (Pamsimas) in Siempat Rube District, Pakpak Bharat Regency, North
Sumatra Province, the focus of this research is the Implementation of Community-
Based Drinking Water and Sanitation Provision Programs to find out the extent to
which the success of the program implementation. This research was conducted in
2020-2021.
This study uses a qualitative approach. The data used in this study are
primary data and secondary data. The instrument in this study is the researcher
himself which is based on the indicators of the theory of policy implementation
according to the George C. Edward III Implementation Model. Informants in this
study were informants who were directly involved in the implementation of the
Pamsimas Program in the Kec. Siempat Rube, Kab. Pakpak Bharat.
The implementation of the National Program for Community-Based
Drinking Water and Sanitation (Pamsimas) in Siempat Rube District, Pakpak
Bharat Regency, North Sumatra Province, has generally been carried out quite
well. However, in terms of community participation in program implementation,
there are still a few obstacles to the lack of participation of the entire community
in planning the Pamsimas program, lack of interest in village level management
namely KKM, SATLAK and BP - SPAM, so obstacles in participation or
community obligations that have been determined by the program, namely
participation or obligations in the form of In Cash (Money) and In Kind
(Materials and Services). | en_US |
