    Abstract
    The fishery management system that tends to be open (open access) in the waters of Serdang Bedagai Regency makes the exploitation of mackerel resources uncontrollable. So that another approach is needed that is able to combine biological and economic aspects to overcome the overfishing problem that has occurred, so that mackerel fish resources can continue to be used sustainably and remain the main source of income for fishermen. The aim of this research are to estimate mackerel (Rastrelliger sp) resources potential is one of the main catch fishery at Fish Auction Place (TPI) Tanjung Beringin Serdang Bedagai Regency for ultization in any management regime through bioeconomic model and to find out the management options for the sustainability of the Mackerel resource at TPI Tanjung Beringin Serdang Bedagai Regency. This research was conducted in July-September 2021 at TPI Tanjung Beringin Serdang Bedagai Regency. The method used is the surplus production method for Estimating the Maximum Sustainable Potential (MSY) and the Gordon-Schaefer Bioeconomic Model and the Slovin method with a 90% confidence level in taking respondents by purposive sampling. The bioeconomic analysis with Schaefer's surplus production model approach shows that optimum production rate is 359 tons and the optimum effort is 12148 trips. Current the Mackerel resources indicates to be biologically overfished. To prevent further impact, limitation of fishing input with MEY approach will be used. The options that can be used for limitations are decreasing the trip which had less efficient and decreasing the number of purse seine vessel that operated.
