    Abstract
    This study aims to determine the effect and implementation of the Smart Indonesia Program on direct cash assistance (BLT) efforts community welfare during the pandemic in Kuala Namu Emplacen Village, Beringin District, Deli Serdang Regency, as well as supporting factors and inhibiting factors in implementing the Smart Indonesia Program in Kuala Namu Emplacen Village, Beringin District, Deli Serdang Regency. The type of data used is descriptive with a mix method quantitative and qualitativeThe data used in the form of primary data obtained from observations, questionnaires and interviews. The total population in this study were 748 recipients. The research sample technique uses a simple random sampling technique, with the basis of determining the amount in this study using the Slovin formula with an estimated error rate of 10%, so that the number of samples obtained is 88 respondents. Data analysis was performed using Simple Linear Regression Analysis. The results of this study are that: There is a positive and significant effect of the Smart Indonesia Program (PIP) (X) variable on people's welfare (Y) during the pandemic. Adjuster R Square of 0.192 or (19.2%) indicates that the Smart Indonesia Program (PIP) is able to describe the increase in people's welfare although it has not yet reached optimal but has been running well. This quantitative data is supported by the results of interviews with related parties and several respondents who stated that the Smart Indonesia Program had an effect on efforts to improve community welfare during the pandemic but had not been able to achieve optimal results because the program was only able to help finance children's education. Thus, this qualitative data strengthens quantitative data by knowing the supporting and inhibiting factors in the process of implementing the Smart Indonesia Program on the welfare of the community.
