The main objective of this study is to analyze factors which influence on the Education Planning programme and also knowing The Priority of Education Policy that inspirated by public at Kabupaten Nias. The data employed in this research is primary data which collected from the field. The sampling technique used is the purposive sampling by taking 98 respondents from the total population of the public interest in education planning programme at Kabupaten Nias The North Sumatera. The model used in this research is the econometric model which integrated method employed the Ordinary Least Square (OLS). After this the data of this research employed, the result shows that Policy of regency autonomy in Nias determines The Education Planning Programme significantly. Therefore, the public on Kabupaten Nias indicates that many aspects has to included on the education planning programme like; Good Education Service, High Education Institution performance and the education development.
