dc.description.abstract | Finance practice area is basically the practice of Budget and Budgeting.
The existence of a technocratic process which is based on technical skills and
functions of each unit in addition to the existing local government budgeting
practices that the budget-making process in which there is participation and
democratic processes as well as lobby various stakeholders due to the limited
available resources. Produce democratic reforms through·· autonomy and direct
local elections have implications wider public participation. In the process of
determining the direction of government policy begins with the political process
in which prospective head region should have a vision and mission that will be set
out in the Medium Term Development Plan. This event also occurs new in
Serdang Bedagai bloom since 2003 through the election of regional heads in
2005, Medium Term Development Plan (RPJMD) in which there is vision and
mission as well as the discussion of the budget process each year. With limited
resources and the need is so great programs and activities as well as the desire of
all stakeholders to make the budget as the scramble for resources through the
regulation of regional policy budgets. Vision and Mission Achievement evaluation
of regional heads RP JMD contained in the Report on Accountability through
annual and jive-yearly not quite a concern as a form of accountability. Keywords:
