Officials of the State Police of the Republic of Indonesia (Polri) are given special authority by law to carry out research and investigations. This is because the Police are formed from the community and work for the community, therefore Polri must be Professional, Modern and Trusted (Promoter). In this case, the various Criminal Acts (JTP) handled are carried out through the following stages: investigation, prosecution, examination, and settlement and submission of case files. The main problem in this research is whether the urgency of concentrating criminal investigations and investigations on the sector police at the Medan Police in the Medan City area can be resolved. What are the obstacles that will be faced, because if the research and investigations of criminal acts (uncovering cases) are submitted to the Medan Police, a legal basis and a "pilot project" is needed. If there is a centralized investigation and criminal investigation is carried out, each sector police is only tasked with patrolling crime prevention, visiting residents, reconciling disputes at the sub-district level, and so on.
The problems in this research are investigation and investigation of criminal acts at the Indonesian Police about the duties and functions of the Police in protecting, serving and protecting the public; the urgency of focusing on criminal investigations and investigations at the district/city policy level about the duties and functions of the National Police in protecting the community in Medan City; and obstacles to investigations and criminal investigations into the Medan Police about the duties of the National Police in the context of law enforcement in protecting communities in Medan City.
This research is a normative legal research using a juridical-normative approach that is descriptive analysis. The data source came from the Medan Police. The analysis is conducted qualitatively.
The results showed that: law enforcement (criminal investigation) is very vulnerable to a culture of corruption and bribery. Criminal investigations that are not centralized in Polres alone still face various obstacles, namely from a substantial, structural, and cultural perspective. Moreover, Polres receive all police reports in the district/city, which are not supported by adequate personnel, infrastructure, and budget, although they are not regulated in the Criminal Procedure Code; Polri has begun to aim at community policing which aims to work together with the community to maintain security and order. However, the legal awareness of the community is still low, unlike in Japan and the United States; and there are still obstacles in the investigation of criminal acts at the Medan Police, namely: from a substantial, structural, and cultural perspective.
