Kepentingan Indonesia dalam Konvensi Asean Tentang Pemberantasan Terorisme (Asean Convention on Counter Terrorism)

Abstract

This research tries to explain the Indonesian government’s policy to combat terrorism in the country by signing and ratifying The ASEAN Convention on Counter Terrorism become domestic legislation namely Act No. 5 of 2012. The ASEAN Convention on Counter Terrorism is the framework of the cooperation among the ASEAN countries to fight terrorism in Southeast Asia. Terrorism is a transnational crime destabilizing the security of a country and region. Southeast Asia is referred to as the second front to fight against terrorism, therefore the counties in Southeast Asia should establish security cooperation on combating terrorism. Indonesia was the main originator to establishment ASEAN Convention on Counter Terrorism. The policy of the Indonesian government to ratify the convention based on the presence of the Indonesia national interests will be met through the security cooperation. Therefore, this research tries to explain how the interest of Indonesia in ASEAN Convention on Counter Terrorism? The theories which are used to explain the problems are taken from “The Theory of National Interest by Paul Seadbury and Donald E. Nuechterlin, Security Community by Karl W. Deutsch, and also use definition of terrorism. This research was a literature kind model of research which is use descriptions mtehods. Data collecting technique in this study used secondary data such as books, legislation, articles, journals, magazines or research report related to this study, and then analyzed with qualitative analisys techniques. After analyzed, the Indonesian government’s policies in ASEAN Convention on Counter Terrorism contain some interests. Indonesia national interest are in line with the national interests of another countries that are members of ASEAN. Given the large number of terrorism acts and the terrorist network in Southeast Asia which made Indonesia as the main operation target, because Indonesia as the main target of he terrorist, that is become the main reason why Indonesia become the main originator to build ASEAN Convention on Counter Terrorism, that had been ratified by Indonesian government as Act No. 5 of 2012. The ratification of this convention is in line with the other legislation on counter terrorism that has been made by Indonesian government.
