dc.description.abstractThis study describes and analyzes about the politics of Budget, which is about the relevance of activities towards making development planning budget of Binjai City in 2014. In order to prepare the draft Budget, Local Government jointly develop legislative and policy direction of the general budget which includes instructions and general provisions agreed upon as a guide in preparing the budget. General policy direction and budget includes the components of service and level of achievement expected in each line of government authority that will be implemented in a budget year. As explained in the Law Number 25 Year 2004 About the National Development Planning System, each region must implement the Development Planning Consultation (Musrenbang). Development Planning Consultation (Musrenbang) is a forum among different participants in the framework of national development plans and local development plans. Implementation of the Planning Discussion guided by Joint Circular of the Ministry of National Development Planning / Chairman of BAPPENAS and the Ministry of Home Affairs Number: 1354/M.PPN/03/2004 and 050/744/SJ About Musrenbang Forum Guidelines and Local Participatory Planning (Bappeda). The methods of this research was qualitative research with descriptive data analysis techniques to solve existing problems based on facts and data. All of the data’s research is taken from interviews and literature study. The unit of analysis and informants of this research was the Development Planning Agency at Sub-National Level. Development of Binjai City still going nowhere and micro nature because in the process of deliberation in planning forums are not fully attended by a group or community leaders who are experts in the field which in other words is merely kinship and "close friend" are not sure what the region needs. This result is also due to the lack of socialization in informing the government apparatus musrenbang sustainability. As a result, what is proposed in musrenbang activity was merely a micro-development, such as flooding, road access, and so forth, so the lack of initiative. In addition, non-performance results in practice due musrenbang also the shortage of funds and lack of communication between regions and between the internal governance apparatus of government with communities in the area. Thus indirectly, the right not to be exact orientation of the budget depends on the consultative process musrenbang. This is because the budget funds allocated for development in the region based on the agreement in musrenbang.en_US
