This research tried to eleborate the facts of political party policy (Gerindra
party) in Medan. Gerindra is one of new parties in Indonesian political world,
which joined general election (Pemilu) in 2009. Gerindra party took six (6) seats
of regional house representative in Medan. There were two types of policy had
been researched, netting policy and coalition policy. By looking at the direction of
Gerindra political policy, this research has answered How is netting policy of
political party? How is coalition policy of political party? and anyone who is
involved in netting and forming coalition in direct election 2015 in Medan?
Theory implied to elaborate the problem was the theory of political party
which focused on it's function as political recruitement from Roy C. Macridis and
Miriam budiarjo. Theory stated by David easton, Ward, Calhoun, Leon Felkins,
and Herbert A. Simon used to see more clearly about decision-making by using
rational choice. Coalition theory by William Riker, Arend Lijphart, and the study
by Huan Wang were used to see the process and the base in forming coalition
done by political party.
By using case-study design and interview method as the main technique of
data collection beside the documents, this research relied on the analysis from
interviews and documents gained and it's relevance with the theories used. The
lack of local leaders (DPC) of Gerindra party in Medan to propose the pair of
candidates caused this party to form coalition and do the act of netting. That the
policy of netting was still polarized to the central and was in the hand of Prabowo
Subianto as the chairman of the supervisor board was gained from the three
researched indicators. And about the coalition policy done by Gerindra party
because it was not eligible to propose the candidates, it was found that the
forming process was done by the need to join in the general election and that the
coalition forming was urgent and has no absolute base.
