Pelaksanaan Rekrutmen Pegawai Negeri Sipil (Studi Pada Kantor Badan Kepegawaian Daerah Kabupaten Asahan)
Abstract
This study intends to know the implementation of public employees
recruitment process and to find out the detentions on local staffing agency of
Asahan Regency by manual systems.
This study was done by descriptive method and qualitative approach. The
subject is local staffing agency of Asahan Regency at Jl. Jendral Sudirman 5
Kisaran, Asahan Regency-21216. The main interviewees is the Chief of
Employees Procurement and Dismissal and Chief of Employees Mutations,
Stratifications and Informations, while the major interviewees is the
employees/staff.
The data of this study was acquired by observation, interview, and
documentation. This study used interactive data analysis with three steps : data
reductions, presentations, and conclusions making. This study also used
triangulation method and triangulation source to get valid data.
The conclutions of this study : (1) Implementation of public employees
recruitment on local staffing agency of Asahan Regency in 2011 had been done
according to procedures and regulations, such as recruitment that is suitable with
the regulations made by Ministry of Administrative and Bureaucratic Reform, (2)
Fund provisions and implementation facilities are not good enough because there
are still complaints about the fund it self, computer facilities, and the lack of
internet network, (3) Cooperation with the related agencies or institutions is good
because the are responsible to every tasks of theirs.
