Peran dan Fungsi Legislasi DPRD kota Medan Periode 2009 – 2014 dalam Pembuatan Peraturan Daerah

Abstract

This thesis is titled Roles and Function of the Legislation DPRD Medan City Period 2009 - 2014 In Making Local Regulations. The purpose of this study was to determine and describe the roles and functions of Parliament Legislation Medan period 2009 -2014 in making local regulations. The data used in this study are primary and secondary data. Primary data obtained from observations and interviews with the Chairman of Parliament, Chairman of the Local Legislation, as well as stakeholders in the implementation of the role and functions of legislation DPRD Medan. While secondary data obtained from the Secretariat of the Parliament. Methods of analysis used in this research is descriptive qualitative. These results of this study indicate that the role of the DPRD Medan period 2009 - 2014 in carrying out the functions of legislation for the creation of local regulations still low. This can be seen from at least local regulations stemming from the initiative legislators. This study also shows that the draft regulation proposed area is dominated by regional leaders.
