Kerjasama Lembaga Pemerintah Daerah dengan DPRD dalam Pembuatan Peraturan Daerah di Kabupaten Dairi Tahun 2009-2014

Abstract

This study was carried out aimed to know the what are the processes through which local government agencies and DPRD Dairi the rulemaking area and how the process of cooperation as well as issues faced by both the local government institutions in the making perturan area. local regulation is a public policy established by the local government agency that aims to encourage or create laws for the welfare of the people in the area. perturan shaped area must be based on people's interests and answer teradi problems in the community. In this regard, this study is devoted to the manufacture of local regulations in accordance with what is happening in Dairi by DPRD and government agencies throughout the Dairi 2009‐2014. This research is a descriptive study using qualitative analysis methods. In this study, the authors used data collection techniques by collecting primary data and secondary data. Primary data were collected through interviews (interviews) addressed to DPRD and government staff Dairi Dairi. In addition, primary data was also obtained by collecting data from the making of regulations enumerated by DPRD and Local Government. While the secondary data collection is done by searching the data and information through books, the internet, and journals related to the research problem. Based on the analysis of these results, the authors conclude that the research agreement occurring between his government institution with the DPRD in the manufacture of regional regulation are still not well established. This can be seen judging from the quantity and quality of Regional regulations produced by these two institutions. it is due to lack of knowledge and expertise stakehoulder's involved in making regulatory environment remains low and uneven. Another factor is the funding that is still minimal supervision and community involvement in the creation and implementation of a local ordinance.
