Abstract

The background to this study is the central role as the organizer of the National Election Commissionelections. This researchfocuseshowthe success of theelectiondepends onthe performance ofthe President oftheNational Election Commission. In this case particularly in view, organizing the presidential elections can take placein the areaof successwas due tothe roleandfunction of thevery central of Regional Election Commission. This study focuses Election Commissionasthe foundation ofthe success of thefielda presidential electioninthe cityof Medan. Itisthe subject ofstudyandresearchisthe implementation of theNational Election Commissionsynergyof Medanand the elementsinvolved in the preparation and implementation phases or presidentialelectionsinthe city of Medanin 2009. Inthis research, researchers are interestedto knowandanalyzethe roleandfunctions ofthe GeneralElection Commissionof Medanasthe sponsoring organizationpresidential electioninthe city of Medanin 2009. Howthe actualachievement ofthe National Election Commissiondutiesasexecutor ofthe presidentialelectionsas mandatedin the lawlegislationtoimplementation in the field. Then, how the Election Commission of Medan with groups organizing elections under iteither inthe district, or village. The theory used in analyzing these issues is Role Theory, Organizational Systems Theory and Function Theory. There search methodology used is descriptive analysis of literature studyand interviews.
