dc.description.abstract | City Department of Youth and Sports Binjai is a government agency that
houses the activities related to youth and sport development in the city of Binjai.
These agencies have a poor performance, evident from lack of implementation of the
regular activities of this agency and that its performance can be observed in direct
contact with the public, such as youth activities oath, Paskibraka, young pioneers,
youth service between provinces and the management of youth organizations. Poor
performance of these services comes from the youth that is headed by a chief of the
head of the youth. Head of the youth lack the ability to execute his duties as head of
the field in the area of youth, so that each activity in the area of youth is not running
optimally. According Thoha (2003) which became the Civil Service performance
issues at this time is the placement of an employee in a position that is not based on
the competencies required, thus affecting the performance of employees in the work.
The purpose of this study is to make the Draft Competency Model Head of Youth
Department of Youth and Sports City Binjai as a reference in selecting employees
for the post of Head of the Youth City Binjai.
Theory used in this study is the theory of Loma (1998) that discussed how to
build a competency model for a particular position. This study is a type of qualitative
research using observational methods, interviews, focus group discussions and use
the source document from the City Department of Youth and Sports Binjai.
The results of this study is a draft competency model for the head of the
youth Department of Youth and Sports City Binjai. Competency model contains 5
(five) core competency and 6 (six) specific job competencies. Core competency
consist of the organization of knowledge, communication skills, ability to develop
and maintain relationships, flexibility and creativity. Job specific competency consist
of leadership, planning, resourcefulness ( a lot of sense), problem analysis, decision
making and team orientation ( orientation to the team). | en_US |
