Abstract

This study tries to describe the condition of the sugar security problems in Indonesia as well as understand the fundamental problems of food and food policy instruments that exist especially its production and consumption of food politics. National sugar policy strategies are effective and efficient can only be formulated when based on appropriate paradigm. Politic and business paradigm continues to evolve with changes in the context of issues and developments in scientific understanding. The purpose of this study to analyze the magnitude of increase in consumption of imported rice and rice (Regulation of the Minister of Finance. 643/MPP/Kep/9/2002) which is one of the government policy in Indonesia. In this study also used the theory of policy, where there is a policy analysis is used to see how the policy is considered effective to overcome the national food crisis. Because according to Dunn, Carl Fredich, as well as theories about decision-making is regarded as a public policy by Charles Lindblom in a policy is necessary to analyze the stages of preparation of the policy agenda and it is used in analyzing policies related to these food policies. Indonesia's rice production is increasing every year, , but in fact Indonesia rice surplus. However, the import policy is considered beneficial to the farmers.
