dc.description.abstract | The policy regarding a prohibition of vagrant and beggars in Medan has been
established since 2003, which is contained in the Regional Regulation No. 6 of 2003
about the Prohibition of Vagrant and Beggars in Medan. However Medan has the
largest number of vagrant compared to 33 counties or cities in North Sumatra. This
study aimed to determine how the Process of Implementing the Regional Regulation
No. 6 of 2003 on the Prohibition of Vagrant and Beggars in Medan performed by the
Department of Social and Labor Medan and to know the constraints faced by the
government, especially the Office of Social and Labor in Medan exercising their
powers and settlement patterns applied.
The research methodology used in this study was a qualitative research
method with descriptive approach. To obtain the information or data needed, the
researcher used a method of collecting data through library research and field studies,
namely by means of observation, interviewing one main informant, one key
informant, and three additional informants. In conducting interviews, researcher gave
a different question in accordance with their own capacities.
And it can be concluded that the process of implementing the Regional
Regulation No. 6 of 2003 in Medan about the Prohibition of Vagrant and Beggars in
Medan performed by the Department of Social and Labor Medan in general has been
running well. However, there were some shortcomings and obstacles in its
implementation because of several factors, such as deficiencies in facilities that
inhibited to the effectiveness in controlling, the unclear financial funds, less effective
communication to the public, and the policy that has not been renewed. | en_US |
