dc.description.abstractThis study attempted to analyze how the Laws of local autonomy No. 32 of 2004 affect the power head in carrying out the implementation of local area. Besides, it does influence it had a bad effect or not. Laws of local autonomy No. 32 assessed tends to lead to recentralisation. This is evidenced by the many chapters indicating an erosion of the power of the head area. For example, the head of the area chosen by the people directly by Local autonomy Law No. 32 of 2004 still remain under the authority of the center both in terms of management, accountability, and guidance and supervision, so do not carelessly made a strategic decision to region. This of course can lead to a dilemma for the head region. When they want to implement a policy of its region, but because they do not get approval from the center of the policy that have run aground. This research is a descriptive study, in this study the data used are primary data and secondary data, which will be the primary data collected from interviews (interview) with sources that do have the capacity to answer the research problem. Besides, it will also be distributing questionnaires to support as many as 67 pieces of research results. And the informant questionnaires and object are the stakeholders or decision-makers in the government's Tapanuli Tengah and also a member of the Legislature in Tapanuli Tengah. Also, to support the data - the primary data, the authors also use secondary data. Secondary data is data obtained from various sources (library research) such as books, magazines, reports, journals, newspapers, and others - others related to the title of this study. The conclusion of this research is the implementation of the government's Central Tapanuli some parts still running well, but the position of head of the regional consequences of the application of local autonomy laws is a dilemma due to the reduction in local authority heads.en_US
