Program Tuition Single at the University of North Sumatra recently enacted in the new school
year in 2013, According to Circular Director General of Higher Education No. 97 / E / KU /
2013 dated February 5, 2013, instructed all universities in Indonesia to do two things namely
remove the base currency and establishing and implementing Single Tuition rates for new
students started the academic year 2013/2014. Single Tuition system is a system of setting
tuition that will directly incorporate all the costs that will be incurred for college students, so
that students are not the same tuition of a student by another student.
Application of UKT in USU raised concerns against the desire of students to join the
organization, which the UKT system set period of time / end time for the lecture only eight
semesters, while students who are active in organizations feared would require a period of
more than eight semesters to complete the course. With the enactment feared UKT system
may decrease the participation of the student organization for students completing the course
will focus more on time.
This study aims to determine how the influence of a single system of tuition fees for students
to organize participation in the Faculty of Social and Political Sciences, University of North
Sumatra. This type of research used in this study is a quantitative survey with 2,230 student
population (All Students Force in 2013 and 2014) and Sample FISIP USU totaled 95 students
with the technique used was stratified random sampling.
The result showed that out of 95 (100%) of the respondents surveyed, 44 (46%) of
respondents who berpartisispasi in the activities of campus organizations. And by 77% UKT
system affect students participate in campus organizations and 23% did not affect the students
to participate in campus organizations. The greater the load UKT the more it will affect
student participation in campus organizations following the activities.
