In Indonesia, every execution of the General Election and Local Elections
chief never be separated from the term golput (white group) or the List of Voters
who do not use their voting rights at the time of the election or General Election.
This term appears in the 1970's, which originated from the attitudes and political
action to not participate in the General Election of New Order as it is considered
undemocratic. The behavior did not choose this place is a reflection of public
mistrust of political parties and governments that use the General Election as a
tool to legitimize authoritarian regimes
Regional Head General Election of 2010 which took place in the
Municipality of Pematangsiantar, especially in the District of Siantar Selatan is a
series of activities relating to the process of political decision-making and
implementation. Citizens engaged and participating in a behavior is essentially
involved in politics. The phenomenon is often the case in every local election high
number of voters list who do not use their voting rights. The same thing happened
in the District of South Siantar, where low levels of community participation on
the selection of Mayor and Deputy Mayor of Municipal Pematangsiantar in 2010.
Therefore, this study will try to outline the factors - factors that affect the public /
voters to not use their voting rights at the General Election of Regional Head
Pematangsiantar the city.
In this study, the type of study is a qualitative study in which data
collection method used is by spreading questionnaire, interview and literature
study. And theories used to clarify the theory of behavior problems is not to
choose, these forms of behavior do not vote and the factors that influence the
incidence of behavior did not vote. After doing research, there are several factors
that influence the behavior of people did not vote in the District of Siantar Selatan
namely: Social and economic factors, psychological factors, educational factors,
and distrust of government (mayor incumbent). Thus it can be concluded that the
District of South Siantar is rasioanal voters and skeptics who do not make the
basis of ethnic equality considerations.
