dc.description.abstractThe competence of worker is one of the things that affect the problems of labor in Indonesia. The low rate of labor competencies becomes one of the causes of unemployment. The high number of unemployment is a waste of human resources and potential. The job training aims to provide provisions for the public for them to be independent and prosperous. The higher skill levels of the community, the higher the chance for them to develop themselves and their potential. This research aims to determine the extent of the effectiveness of the implementation of competency-based training program by UPT of Training Center of Department of Social and Labor in Kabupaten Dairi. This research is conducted at the Technical Implementation Unit (UPT) of Training Center located on Jl. Panji Porsea Km.7 PO BOX 72 Kabupaten Dairi, North Sumatra Province. The type of research is descriptive research with quantitative research method that aims to describe the effectiveness of the implementation of job training programs. The samples of this study are 48 participant of competency-based training by the Training Center. The technique of data analysis in this study presented in a single table named likert scale and explained in detail. The results of the study show that there are four types of vocational training organized by UPT of Training Center, namely embroidery training, motorcycles repairing training, culinary and computer. The results obtained through data analysis of five categories (comprehension program, target accuracy, time accuracy, goals achievement and real change), can be seen by the average value of the implementation of competency-based training program has been effectively carried out. It can be concluded that the implementation of competency-based training program by the Technical Implementation Unit Training Center Department of Social and Labor Kabupaten Dairi is effective.en_US
