    Abstract
    This research aims to elaborate on the problems of the quality of women in PARLIAMENT of Labuhan Batu Regency which is then linked with strategic measures to improve the quality of women in PARLIAMENT of Labuhan Batu Regency. 30% of Labuhan Batu Regency in the composition of the REPRESENTATIVES are women, but none of the policies that are sensitive to the interests of women successfully issued by the DPRD Labuhan Batu Regency. By looking at the magnitude of the numbers of female representation in PARLIAMENT of Labuhan Batu Regency but not in line with the inception of the policy that is sensitive to the interests of women shows poor quality of women in PARLIAMENT of Labuhan Batu District as a representative of women outside the Parliament (representative subtantive). Therefore, researchers are using design case study and interview methods as a primary data collection techniques and research rely on analysis results obtained. The theory used to explain these problems is a theory of political participation of women Joni Lovenduski, concepts of women's empowerment Sara h. Longwee, the concept of empowerment of women in the political sphere Patient Marniyati, the concept of empowerment of women in Parliament, Julie Ballington. The theory used to see more clearly that women in Parliament also represents the interests of women outside the Parliament. Using design case study and interview methods as a major technique in data collection, this research relied on the results of the analysis of the data obtained and interviews its relevance with the theory used.
