Analisis Kebijakan Politik Pangan SBY-Boediono Tahun 2009-2014

Abstract

Developments of food as the basic needs of human is the major and crucial issue that every country has to defend. Generally the food in every country arrange in system that called as a Food Security. Food security is a condition that has a fulfill terms which contained by two terms: the first is food availability , the food availability is a condition where the food has a balance supply with number of people who need it and affordability to the people and the second is the consume , the consume is that every community in every country can easy accessed high standard of food that has a good contain and vitamin which is health to human body and to increase the productivity of people from time to time. Each country has many program that particularly arranged the food security through the public policy. Particularly Indonesia as a Agrarian has many policy that has control function, watched function and make the farming system as extra income from international economy relationship and export program. The theory that used to analyze food political policy of government SBYBoediono since 2009 to 2014 is the theory analyze of public policy by William H.Dunn, the theory formulation of public policy. In analyzing the policies there’s three approach that used in this research. The first is empiric approach , the second is valuate approach and the third is the normative approach. Particularly the Food political policy of Government SBY-Boediono since 2009 to 2014 inside KUKP ( General Policy Of Food Security) that explained the process of seeding the food, the production process, the distribution, and the quality of food that community receive and arranged all the regulation about how people can afford the food, and the export process to increase the national income The conclusion of this research is that the food political policy of SBYBoediono since 2009 to 2014 that The policy is the advanced and the upgrading version from the old policy, that previous policy has a huge success story that make the second self-supporting particularly in rice production but in the reality this policy has many flaws that come with many disaster, the culture land bound syndrome, the global warming. By the empiric approach the food political approach explained the availability of food security, the valuate approach explained that the food political policy arranged the price and the ability of the community to afford the food, and by the standard food quality approach explained that the food political policy is the policy that control the quality that community consume and controlled the program that develop the quality and the quantity of the food security.
