Kesesuaian Budaya Lokal di Dalam Sistem Pemerintahan (Analisis Qanun Provinsi Aceh No 5 Tahun 2003 Tentang Pemerintahan Gampong, di Gampong Lhok Pawoh)

Abstract

Aceh is a province which is a totality of law people who are special and given the special authority to manage and take care by themselves the government business and the the people's interests according to the legislation in the system and principle of The Unitary State of the Republic of Indonesia based on 1945s Constitution. The District Government of Aceh has published NAD Province Qanun Number 5 in 2003s. The District Qanun Number 5 in 2003s About the Gampong Government is still applied until now. This study is done to discuss about the local culture in gampong government system in Aceh based on Qanun number 5 in 2003s. As for the purpose of this study is achieving the knowledge and understanding about local culture and customs in Aceh which is unconsciously becoming the nature of Aceh people, so the identity of Aceh people can be revealed. To gain the intended understanding in this study, the writer got the data by book study method and the field study method with the technique of collecting data by interview and observation. The theories which are used in explaining this study are the Government theories. The theories of local wisdom, functional and leadership. The Government theory from C.F Strongdan and Samuel Edward Finer is used for analyzing the government system in gampong government. The leadership theory from Ralph M. Stogdill, LI Bernard, E.E. Jennings is used for analyzing the criteria in choosing the leader in the gampong government. And the structural functional theory from K Merton and Marion J. Levy is used for analyzing the function and structure in the gampong government. The result of the study concludes that firstly, there are the values of Aceh culture which are connected with the condition to be a leader in Aceh. Those values become the part of the desired leader's characteristics. Moreover, the values become orientation which are used in deciding the leader in the society. Secondly, the teachings of Islam had penetrated into the culture of Aceh people so the leader is based on the Islamic values. There are also dualistic values in the leadership of Aceh people, they are between the secular and religion leadership. The dualistic characteristic is not only at kingdom level, but also spread at the lowest level, it is gampong. The whole is oriented to the law and order and the harmony, also mutual benefited. Thirdly, the form of leadership in Aceh people has its own particularities, so it can't be generalized with other area.
