dc.description.abstract | Padang Panjang City has decreased food production especially rice every year.
The decline in food production is very impact on the condition of society because
the commodity of rice is the basic needs of the people of Padang Panjang, so it
takes the role of the government of Padang Panjang City in food stability.
Therefore, this study aims to describe what is the main cause of the decline in rice
production of Padang Panjang City and how the Padang Panjang City
Government policy in maintaining the stability of food availability in 2015.
This research uses qualitative method by using inductive perspective because this
research to ekslpore and understand the meaning does not start from hypothesis
but from special data, with technique of collecting data of direct interview,
observation and documentation. All of the collected data are combined and
analyzed using state theory, policy implementation theory, political elite theory
and food sovereignty concept.
The results of this study found that there are several main factors causing the
decrease of food production in Padang Panjang City, the first change of
agricultural land function for the development of infrastructure infrasrtuktur, the
two patterns of land ownership that still use the custom system, the third less
optimal performance of PPL (Agricultural Extension Field) The fourth lack of
special attention from the Padang Panjang City Government in terms of Food.
These four factors are complex and fundamental problems in Padang Panjang
