dc.description.abstractOne of the functions of Parliament to articulate and realize the interests of the people, also puts the constituents as elements that need to be considered and is the most basic political process as the demands of relationships can be used as a bridge between the represented and represented. One form of communication that can be done is a parliamentary recess. The recess period is a part of the trial period and is held within six working days. This recess program is used by individual DPRD members or groups to visit their constituencies to absorb people's aspirations. Then after doing so, each member of the DPRD and the group must make a written report or the results of the execution of its duties during the recess, and will be submitted to the DPRD leadership in plenary session. The research method used is descriptive quantitative method. The result of the research concludes that the implementation of DPRD Simalungun District Period 2014 - 2019 (Case Study: Electoral District II of Sebelawan Subdistrict, Dolok Batunanggar District) is effective by obtaining the value of 0.364.en_US
