Abstract

The Poor and Neglected elderly is one of the social welfare problems that exist are in the midst of society. There are variety of social issues become causes of elderly abandonment, such as socio-economic problems, and families who are not responsible for the obligation to meet the needs of people age. It is well recognized that the majority of elderly neglect directly related to poor social economic conditions of families, so that the child or family is unable to meet the needs of elderly parents. This neglect causes the elderly can not enjoy her old age naturally as the elderly who still have family who were well off and have a good economic situation. Handling elderly social welfare issues has been much neglected by both government and private sectors through the social system and non-nursing homes. One way to do this is to cope with the technical implementation unit (UPT)Social Servises Elderly in Binjai dan Medan Area who wants to accommodate the neglected elders so that they could reach the social functioning in their old age. The Populations in this research is advanced age 50 who are potential and has followed programs more than 2 years. The data were collected through questionnaire and analyzed by using descriptive statictic. Likert Scale was used to measure the effectivenees of the Model service social. The indicators usedare quality, quantity, punctuality, and impact. This research found that the effectiveness of the Implementation of the Reguler Social Service for Elderly by a Technical Execution Unit Social Service (UPT) Social Service Elderly in Binjai and Medan Area.
