The stateis responsible for the welfare of all its citizens. Government as the
high est authority is en titled to regulate and manage their own household. As stated in the Constitution ofthe Republic of Indonesia Year 1945 which man dates that the state is obliged to protect all the people of Indonesia and the entire country of Indonesia, promote the general welfare, the intellectual life ofthe nation in order to achieve social justice for all Indonesian people. Ideals of national developmentis
to improvethe welfare ofthe whole community. Indonesiais one of the welfare state (walfare state) in which countries adopt aconstitutional system concerned with the welfare of society.
This research is classified into type of descriptive research with qualitative
approach that aims to know social welfare beggar swith leprosy in the city of Medan. Informants in this research is divided into two kinds, primary informants and additional informants, primary informants in this research were 2 people with leprosy beggars and 2 additional informants consisting of neighbors primary informants. Methods of data collection is conductedin-depth interview sand direct observationin the field.
The results showed social welfare indicators seen from
the main informants consisting of material needs, spiritual needs, and social. Meterial needs in the form of inade quate food, clothing need sare not met, the needs
of the home or place of residenceare met, un met needs rest, medication need sare not met. Spiritualneedsare not metin the form ofeducation, worship and spiritual cleansing need scan be met, entertainment need sare not met. Social needs between individuals goes well, individual interaction with the family is not going well. Social interaction between groups of persons with leprosy with community group scan work well.
