    Abstract
    An increasing number of street children in Medan each year increased significantly the number of unemployment. This became the basic tasks of particular Medan City Government Department of Social Welfare and Ketenakerjaaan Medan to provide guidance to the street children. Economic constraints, families are lacking in meeting the needs of the child so that the child was forced to asked to work on their own initiative or on the streets because of a very heavy burden on families. Seeing shortage faced by street children, the Medan City Government adopted a policy to provide guidance to the street children. The goal is to nurture street children both in the provision of mental, spiritual and assistance to their needs so as to minimize their presence in the streets. This researh is a descriptive study with qualitative approach is to describe and depict the data obtained from the field and then explain it with words. This study aims to determine the implementation of development programs of street children by the Department of Social Welfare and Labor Medan. Data collected by in-depth interviews and field observations. Data were obtained and then narrated qualitatively by holding categorization and further analyzed. Based on the data that has been collected and analyzed as well as the research that has been conducted by researchers in the field it can be concluded that the implementation of the development program of street children has been implemented quite well just the lack of facilities and funds to carry out training for street children such as the lack of facilities for children's hospice the streets and the lack of funding from central become an obstacle to implementing coaching programs for street children.
