Implementasi Sistem Pelayanan Penyandang Disabilitas Tuna Rungu Wicara dalam Mencapai Kemandirian di UPTD Pelayanan Sosial Tuna Rungu Wicara dan Lansia Kecamatan Siantar Sitalasari Kota Pematang Siantar

Abstract

One of the social problems faced by Indonesia at this time include the issue of persons with disabilities. Persons with disabilities also have the same rights and obligations in all aspects of life and livelihoods, including the right to obtain employment in accordance with the type and degree of disability that exist on them. Persons with disabilities are expected to develop and improve the physical, mental and social so it is expected that the concerned able to work in accordance with the level of ability, education and skills possessed and in accordance with the interests and experiences, so as to achieve self-reliance in public life. Implementation of the service system with disability hearing impaired speech in achieving kemandirianya conducted by the North Sumatra provincial government, especially for the hearing impaired speech, namely the provision of the service system of the methods of speech therapy and pembenrdayaan hearing impaired speech held at the Regional Technical Implementation Unit (UPTD) Social Services Speech and Deaf Seniors Pematangsiantar In this research data analysis technique used is descriptive analysis with qualitative approach. To obtain information or data needed so researchers use a method of collecting data through library research and field studies, namely by means of observation, key informant interviews as many as 5 people, key informants and informant as many as 4 additional 1 person. In conducting interviews, researchers gave a different question in accordance with their respective capacities. The analysis showed that in the implementation of the service system with disability hearing impaired speech in achieving self-sufficiency in the Regional Technical Implementation Unit (UPTD) Social Services Speech and Deaf Seniors Pematangsiantar. already performing fairly well, but the facilities and infrastructure there are several indicators that have not been adequate.
