Evaluasi Pelaksanaan Standar Pelayanan Minimal Lembaga Kesejahteraan Sosial Anak di Yayasan Amal Sosial Al-Washliyah Gedung Johor Medan

Abstract

The main reason of the child neglect is economic problems, especially in providing educational needs. This condition is often used as an excuse by the majority of parents or family to entrust their children to the orphanage for them to be schooled and got nutrition warrant. It is certainly alter the function of the orphanage as a last alternative childcare institution that cannot be taken care of by their parents or family into an institution of education providers. Therefore, almost the entire orphanages in Indonesia do not provide the care and services that are ideally accepted by children. Under these conditions, the government implements the Minimum Service Standards of Child Social Welfare Institution which refers to the Regulation of Ministry of Social Affairs Number 30/HUK/2011 on National Standards of Care for Child Social Welfare Institution. Yayasan Amal Sosial Al- Washliyah Gedung Johor Medan is one of child social welfare institutions that has been established since 1955 and has taken care of about 1,836 children. As a public service, Yayasan Amal Sosial Al-Washliyah Gedung Johor Medan must also implement a minimum standard of social welfare institutions for the children to receive the services and care that meet the standards. This research is classified as descriptive study using a quantitative approach. In order to obtain the needed information or data, the researchers uses a method of data collecting through library research and field research, which is by observing, distributing questionnaires to 20 respondents who are the children of the foundation and interviewing the officers and respondents. In conducting the interviews, researcher gives different questions in accordance with their respective capacities. The result shows that the implementation of the minimum service standards of child social welfare institution of Yayasan Amal Sosial Al-Washliyah Gedung Johor Medan has been quite well conducted in term of input aspect, but in terms of the process and output aspect, there are some indicators that do not meet the standards.
