Children as the future of the nation that becomes the next generation
of nation’s aspiration have rights; the right to live, the right to grow, the
right to get protection from discrimination and the right to participate. Every
child needs family during their growing period. But not all children have
family and not all families are able to provide care for their children. So we
need family-based care through substitute family program for children both
in social institutions and foundations that are able to give love, protection
and education for children. One of the foundations which implement familybased
care through substitute family is the SOS Children's Village Medan.
That is why the writer is interested to conduct a research entitled the analysis
of the role of substitute family in restoring the social function of children in
Yayasan SOS Children's Village Medan.
This research is descriptive and qualitative approach by analyzing the
role of substitute family in restoring the social function of children in
Yayasan SOS Children's Village Medan. There are no population and
sample in qualitative research, but the informants who provide clear,
accurate and reliable information, both in the form of statements,
information or data that can help answering the problems or issues. The
informants are divided into 3 categories; key informants which are 5 foster
mothers in substitute family, main informants who are 10 foster children
with consideration of age over 12 years, and additional informants; one
program officer of the substitute family, one administrative staff and one
foster father. In order to obtain the needed information or data, the
researcher uses data collecting method through library research and field
research which is by conducting interviews.
In this study, it can be concluded that the SOS Children's Village
Medan has a substitute family program that plays a role to create new
families, give guidance and care, provide the needs of food and also give
protection from all forms of violence and physical punishment to children in
this foundation so that the foster children who are previously not able to live
his role as a child and do not fully receive their rights from their biological
parents or their main family, can now run back their social functions which
are provided by their foster families which in this case are replaced by foster
parents, foster siblings, and foster aunts. Children can now get education,
care and sense of security. With this substitute family program, it is hoped
children will grow just like any other children in general and to become
independent.
