Analisis Kebijakan Penataan dan Penetapan Daerah Pemilihan DPRD Kabupaten Deli Serdang Pemilu Tahun 2019

Abstract

Law Number 7 of 20 I 7 as the main regulation to carry out General Elections for the Members of DPR {House of Representatives), DPD (Regional House of Representatives), and DPRD (District Regional House of People's Representatives) in 2019 allows KPU (General Election Commission) to rearrange with high intensity the Electoral Districts (Dapil) for regency/city of DPRD members in North Sumatera Province. This arrangement refers to the significant changes in the cluster of Dapil, the change in population number that affects the Population Divisor Number (BPPd) as well as the seat allocation for each Dapil. The object of this research is the policy of the Dapil arrangement of DPRD members in Deli Serdang regency in Pemilu 2019. This study aims to answer 2 (two) main research problems formulated, namely: (I) how about the arrangement process and dynamics as well as determination of Dapil of DPRD members in Deli Serdang Regency in 2019, and (2) whether the Dapil of DPRD members in Deli Serdang Regency in 2019 has been in accordance with principles of Dapil formation. To answer these questions, the theory of electoral district arrangement is used as the main theory, and the theories of General election system, democracy, and public policy analysis as supporting theories. This research employs a descriptive qualitative method with interviews, observation, and secondary data as data collection instruments. Data are analyzed qualitatively using data triangulation mechanisms and theory triangulation. The research finds various findings, namely (I) the Dapil arrangement encounters debates and dichotomous recommendations between the pragmatism of political parties and civil society idealism, (2) political parties tend to keep the 20 I 4 Dapil with the aim of political pragmatism while civil society wants a change in the Dapil with the aim of fighting for the wider public interest, (3) the lawsuit from a political party against the Dapil arrangement determined by the KPU, (4) the theory of electoral district arrangement in the regulation has not completely accommodated the general theory known theoretically, (5) the principle of Dapil arrangement under the KPU Decree is basically not an absolute prerequisite but it is a recommended signs in arranging the Dapil, (6) the understanding of voting number equality principle basically is not in line with the theoretical meaning that converts the population number to the seat allocation, (7) the principle of adherence to proportional elections system has not completely fulfilled due to uneven number of seats among Dapils, and (8) the principle of adherence to the proportional election and principle of proportionality in arranging the Dapil in the 20 I 9 Pemilu in Deli Serdang Regency has not completely carried out using the best format due to the various proposals from stakeholders.
