In order to develop tourism, it is necessary to make efforts to implement
tourism development policies. The problem is that there is no Regional Regulation
that is specifically for the development of the Silalahi Floating Pier. The
government only relies on the APBD in funding the development of the Silalahi
Floating Pier. Therefore, it is hoped that the implementation of tourism
development policies can run and be right on target. The government has an
important role in developing tourism. Especially with the existence of regional
autonomy, the region has the authority to manage and manage the potential of its
own region, including tourism because tourism is one of the potentials of the
region.
This study aims to find out how the implementation of local government
policies in tourism development in Silalahi Village, Silahisabungan District, Dairi
Regency and to find out the obstacles in implementing local government policies
and tourism development in Silalahi Village, Silahisabungan District, Dairi
Regency. The type of research in this study is a qualitative research with a
descriptive approach and uses the theory of Van Meter and Van Horn covering
policy standards and objectives, resources, inter-organizational relations
(communication), characteristics of implementing agents, social, economic, and
political conditions and the disposition of the implementor. Data collection
techniques in this study used interview, observation and documentation
techniques.
The results showed that the implementation of tourism development
policies in the Tao Silalahi Area, especially the Floating Pier tourist attraction,
had been going well, especially the variable characteristics of the implementers.

between implementing agencies is good, but coordination is not optimal due to
budget constraints and program synchronization problems between agencies
which are limited by the main tasks of agencies in other regions and focus more
