The number of internet users in Indonesia is increasing due to the digital
era and the COVID-19 pandemic. The increasing number of internet users has
resulted in an increase in the number of internet network facilities. The city of
Medan is one example of the existence of a disorderly internet network
infrastructure. The Medan City Public Works Service has made efforts to
overcome this phenomenon but still there are still many chaotic network
infrastructures in the city of Medan. The purpose of this research is to find out
how to supervise the management of fiber optic network infrastructure licensing
by the Medan City Public Works Department.
The research method used in this research is descriptive qualitative which
explains the phenomenon in depth through data collection. Data was collected
using interview, observation and documentation techniques related to the
supervision of the management of fiber optic network infrastructure licensing by
the Medan City Public Works Department. The data obtained were analyzed
qualitatively with the supervisory (control) theory approach proposed by Stephen
P. Robbins and Mary Coulter which includes performance measurement,
comparison, and taking corrective actions.
Through this research, it can be seen that the supervision of the
management of fiber optic network infrastructure licensing by the Medan City
Public Works Department has not run optimally. One of the factors that causes
this is the standard of licensing for fiber optic infrastructure which has not been
implemented properly in the field where many violations are still found. In
addition, the lack of public knowledge in reporting cases of violations of fiber
optic network infrastructure and feeling that this phenomenon is less important to
respond to causes internet service providers in Medan City to be more free to
ignore existing regulations.
