Implementasi Peraturan Walikota Medan Nomor 28 Tahun 2011 Tentang Perizinan Usaha Warnet (Tinjauan Kebijakan Sosial untuk Mencegah dan Mengatasi Perilaku Menyimpang Pengguna Warnet)

Abstract

Internet cafes can be misused and provide space for deviant behavior as a immoral cafe users, students miss school, accessing pornography and a place for addicted gamers spending the day with playing game online. Facing the deviant behavior of Internet users, the local government issued a Regulation Of Mayor Of Medan Number 28 Year 2011 About Business Licensing Internet Cafes. This researh is a descriptive study with qualitative approach is to describe and depict the data obtained from the field and then explain it with words. The target of this research is to know implementation regulation of mayor of Medan about business licensing internet cafes by Department of Communications and Informatics of Medan City. Data collected by in-depth interviews and field observations. Data were obtained and then narrated qualitatively by holding categorization and further analyzed. Based on the data that has been collected and analyzed as well as the research that has been conducted by researchers in the field it can be concluded that the implementation of regulations on business licensing cafe has not been implemented properly just the lack of facilities and funds to carry out training for street children such as the lack of human resources, weak supervision, there are many Internet cafes in operation for 24 hours, the use of illegal applications, porn and gambling sites that can still be accessed by users of internet cafes and internet cafes are still many who do not have official licenses.
