Respon Mahasiswa Terhadap Kebijakan Uang Kuliah Tunggal di Fakultas Ilmu-Ilmu Sosial dan Ilmu Politik Universitas Sumatera Utara
Abstract
This study entitled "Student Response to Single Tuition Policy at the Faculty of
Social Sciences and Political Sciences, Sumatera Utara University". The study was
motivated by the persistence of the complaints about the policy. One complaint that there is
about the amount of tuition fees assessed suffocating because it does not correspond to the
financial ability of the student. In fact, the purpose of the policy is to offset the cost of
tuition classes underprivileged students through cross subsidy mechanism between students
who are able with the underprivileged. The purpose of this study was to evaluate the
response of students to single tuition policy at the Faculty of Social Sciences and Political
Science, Sumatera Utara University. The results of this study are expected to be a reference
for the development of concepts and theories as well as policy development and decisionmaking
by stakeholders with respect to policies Tuition Single
The study was conducted at the Faculty of Social Sciences and Political Sciences,
Sumatera Utara University (FISIP USU). This type of research is descriptive with
quantitative approach. The total population of 1163 students class of 2013 FISIP USU
scattered 8 Department. Then a sample of 92 people is determined by using the technique
of determining the number of samples Taro Yamane. The sampling technique used was
proportional random sampling technique by considering the size of sub-populations. Subpopulations
in question are students of the departments in FISIP USU. To get the data,
researchers used a questionnaire research instruments. In analyzing the data, quantitative
analysis method with descriptive data analysis techniques.
Based on the results of data analysis can be concluded that the response of students
to the policy Single Tuition at the Faculty of Social Sciences and Political Sciences,
Sumatera Utara University is neutral with a value of 0.02, because it is between -0.33 to
0.33. Student perceptions neutral, seen from a lack of understanding of students, students
still do not understand the policy Tuition Single because of the lack of information obtained.
Then, the negative attitude of the students, because there are still students who pay the
amount of fees not in accordance with its economic capabilities. Meanwhile, student
participation neutral, because students are less concerned with existing information. Again,
this was due to the lack of information obtained. The absence of improvements to policies
Tuition single student would have caused distrust of the government in this case the
university and DIKTI. Therefore, the need for reconsideration of some part of this policy for
improvement in order to achieve the objectives of the policy Tuition single truth.
