Pengaruh Pemekaran Kelurahan Terhadap Kualitas Pelayanan Publik di Kota Tebing Tinggi

Abstract

Subdistricts blooming are one of the result of local autonomy that give rights to local government to carry out its own business according to the necessities. According to PP No.73/2005 about subdistrict, subdstrict is local ware of the regency/town in district area. Blooming a subdistrict into The two ones can be done after the mother subdistrict more than 5 years old by considering amount of people, large of area, part of work area, and equipments. In Tebing Tinggi, subdistricts blooming were held to fulfill the criteria in UU No.32/2004 (5/5) about local government that instruct a town must be insist of minimally 4 districts, meanwhile before it, Tebing Tinggi that stood since 1917 just insist of 3 districts and 27 subdistricts. To fulfill the rule , since 1 July 2007, subdistricts blooming were held, until now Tebing Tinggi has 5 districts and 35 subdistricts. This subdistricts blooming were held also remind of the amount of people in Tebing Tinggi are increase, so demand an increasing in quality of government, development, and people welfare. By subdistricts blooming, automatically a govern area came smaller and public services activity will be next to people, so it could be more effctive and efficient. Besides that, span of control also became smaller and could be maximalized, so it also could be minimized the wrong authority. This research was held to see if there is an influence between subdistricts blooming and public sevice quality in Tebing Tinggi. From the result of produt moment corelation shows that relation between both is STRONG; For knowing how many contribution from subditricts blooming to public service quality use determination formula that resulted 36,97%; and to see how the inluence that is given by subdistricts blooming to public service quality through short regression analysis got positive result with formula Y=309,4+0,951 X, and then to test the hypothesis by consultating the value from rcount to rtabel, resulted rcount 0,608 and rtabel with significancy degree 95% is 0,202. The rcount is more than rtabel means that influence given by subdistricts blooming to public service quality is positive and significant. It means that the hypothesis is accepted.
