dc.description.abstractIn the framework of the political reforms that occurred at this time was marked by the granting of autonomy to the regions to encourage the democratization process in order to enable the acceleration of development, effectiveness and efficiency of public services and empowering communities towards a more self-reliant and prosperous. Through Law Number 32 Year 2004 regarding Regional Government, the government attempted to shift the dominance of a centralized government, which in its application for tens of years has formed a power perspective the "master" and proved to have implications on the stopper aspirations and participation of people with a significance that is quite high. Such a power perspective it can still be felt today, in this reform era, although the pattern of governance that has been in change of a "ruler" to a "servant". Decentralization has not been able to provide a meaningful sense in the community without the political will to follow the head region, as well as the District government turned out to be a better understanding of the meaning of decentralization that the district is a chain of successful local government is bridged between the village and district/city. Near the village government before the people seem difficult in the absence of good cooperation and positive with the district government to empower rural communities in accordance with the duties and functions and authority of the district in the current construction of regional autonomy. We also realize that in the current era of regional autonomy which gives broad powers to the regions so that the district/city government not serious about empowering the district. District government in place that can be delegated some authority of the Regent/Mayor are still having problems. Based on this study seem not serious the county/city of powers may be delegated to the district, especially in terms of supervision. At the level of district administration also can not seriously be said to deal with them. So that the authority has become blurred in the community and rural districts in conjunction with the government still remains marginalized.en_US
