Evaluasi Pelaksanaan Program Bantuan Langsung Tunai di Kelurahan Bantan Kecamatan Siantar Barat Kota Pematangsiantar

Abstract

BLT (Cash Direct Aids) Program is created as the effort for the sake of helping the consumption rate of the target households as the effect of the policy concerning with the increased price of refined fuel oil. The formulation of the problem for the research namely how is the implementation of Cash Direct Aids Program in Bantan area, Siantar Barat sub-district, Pematang Siantar city. This research is carried out in Bantan area II, Siantar Barat sub-district, Pematang Siantar city. It is descriptive research using frequency table and accompanied with the life story. The sample is 40 families who get Cash Direct Aids Program and 4 officers of Cash Direct Aids Program in Bantan area. Based on the data analysis, it shows that the implementation of Cash Direct Aids Program is not running well in that Bantan area. The indicators can be seen from the lack of socialization from the officers regarding Cash Direct Aids Program to the community, the distribution of the Cash Direct Aids Program is not on time, fund distribution is not effective and efficient. The objective of Cash Direct Aids Program for the prosperity of the poor people has not been well reached. It is seen from the amount of the fund contribution for Rp 300,000/3 months which is considered consumptive. Also, Cash Direct Aids Program can not empower the people to add their prosperity. Those poor people are constantly in the static or poor condition. Cash Direct Aids Program should be terminated since it may create the mental of the people as beggar. The government should give the subsidy for the people in developing their business, productivity aids, working capital and vacancy. The most important point is the commitment and motivation should be given for the poor people in order to suffice their basic needs and add the social prosperity
