Koordinasi Instansi Pemerintah dalam Pemberian Pelayanan terhadap Mahasiswa Asing di Universitas Sumatera Utara

Abstract

Globalization gives various influences on the education of Indonesia. The high number of foreign students who come to the university in Indonesia suggests that the right to access education is unlimited. University of North Sumatra is one of universities in Indonesia which is selected by foreign students to pursue their education. However, the acceptance of foreign students in Indonesia is not attended by supporting infrastructure for them. This occurs because foreign students have to prepare some documents in various public institutions before they arrive in Indonesia, during his study period and when they completed their study in Indonesia. Therefore, a coordination among public institution to provide various service for foreign students at University of North Sumatera is urgently needed. This study is a qualitative research by using interviews, questionnaires, and observation in data collection techniques. Key informants in this research are, Head and staff of IAO USU, Security and Intelligence Directorate of Region Police North Sumatera, Section Head of the Foreign Counter of Immigration Office Class I Speciality of Medan, Departement Head of Information and Control Population – Office of Civil Registration Medan, Division Head of Traffic Immigration – The Ministry of Law and Human Rights North Sumatera, and some foreign students at USU. Based on this study, researcher finds out three types coordination among public institution to provide various services to foreign students, namely administrative coordination, vertical coordination, diagonal coordination, voluntary coordination, , and interrelated horizontal coordination. In the midst of the chance of formal coordination, coordination forum is an effective alternative coordination to communicate about various service for foreign students in USU. Foreign students prepare all their documents in KUI USU. University of North Sumatra is considered as a coordinator in the coordination among public institutions in providing various service of foreign students in USU. This study reccomendation are to effective service of foreign students at USU, KUI USU should be given an authority to coordinate with DIKTI and Direktorat General of Immigration in providing permit study and Visa of foreign students. When foreign students had completed their study at USU, it is needed a coordination between KUI USU and Office of Civil Registration Medan in providing a document as notification that foreign students will leave Indonesia. To effective the administrative management of foreign students, they should be given the Student Visa so that foreign students only prepare their document’s permit before they arrive in Indonesia.
