    Abstract
    Society of North Sumatera, Indonesia in particular is still struggling with poverty, as noted by the Central Statistics Agency (CSA) in March 2010 that the number of people living below the poverty line reached 31.02 million (13.33%) while in North Sumatera itself according the National Social Economic Survey (NSES), which also took place in March 2010 the number of poor people there are as many as 1,490,900 people (11.31%). Due to poverty, the government make programs to address the problem of poverty. One is the Rice Program for Poor Families (PF), namely the distribution of subsidized rice to Poor Households (PHH), which became the target of the program at a price of Rp 1,600 / kg at the distribution point. The Rice Program for Poor Families is certainly going to get a response from the community, even if in theory the program will receive a positive response. However, this has not been established because in determining the response can be seen from three variables: perception, attitude and participation. Given these conditions, every community in the various regions will have different responses to a given program by the government. This study aims to determine the Community Response Against the Rice Program for Poor Families at the Mutiara Village. The research method using descriptive type which makes the overall picture of how the community response. The research was conducted in the Mutiara Village with respondents who numbered 55 families. The technique of collecting data through questionnaires to the respondents, observation and interviews directly to the public and related institutions that can strengthen this research data. While the method used is descriptive analysis, data obtained from the research study and the answers were classified according to kinds and tabulated into a frequency table and then analyzed using a likert scale to measure the variables. Based on the data collected and analyzed can be concluded that on average the Rice Program for Poor Families program got a response from the community with a neutral value 0.40. Consists of the perception of the value of 0.16 and 0.31 as well as attitudes to the value of participation with a value of 0.16. Community hope the program continues and the quality of Rice Program for Poor Families can be improved to be even better.
