The life of a child begins amid the family, for the children, hearing and language skills is a very important tool to learn, play and build social skills. But if they experience harassment at the hearing organ resulting in the inability to hear, then be assured will hamper the development of the child, until the situation is affecting the development intelijensi, speech, emotional and social development as well as the child in his personality. In this case, the social worker should have been more focused on social development, namely the handling of social problems such as micro programs able to demonstrate strategies and indicators of success are accountable in accordance with the orientation and conception of social workers. The purpose of this study is to describe the strategy of social workers in children's services deaf speech at UPT Pelayanan Sosial Tuna Rungu Wicara dan Lanjut Usia Pematang Siantar and determine whether the strategies that social workers do work well.
This study was classified as descriptive research with the unit of analysis or object of study as much as 4 social workers. Which aims to create a picture of how the strategy adopted social workers to service the deaf and speech impaired children at UPT Pelayanan Sosial Tuna Rungu Wicara dan Lanjut Usia Pematang Siantar. The data collection techniques using the method of observation, library research, and interviews.
Based on the analysis of data, it can be concluded that the implementation strategies used by social workers in UPT Pelayanan Sosial Tuna Rungu Wicara dan Lanjut Usia Pematang Siantar in a speech deaf children's services has been going well and each mndukung and generate positive benefits for social prisoners deaf speech. This can be seen in the indicator strategies in accordance with the principles and functions of social workers, a strategy must be responsive external environment, a strategy must be aligned with other strategies contained within the organization, and organizational strategies that are deemed feasible (reasonable) so that we can know that the strategy used the social worker has been going well.
