    Analisis Penilaian Pekerja Sektor Informal Terhadap Upah Minimum Kabupaten/Kota Per Jam Di Kotamadya Medan

    Abstract
    Informal sector workers are those who work individuallly or work for other people/entities/companies/small industry informally, either in commerce, home industry, or services. Minimum wage of districts/towns (UMK) is the number of minimum wages given to workers in the regional areas of districs or towns. The research used non-parametric statistic test at Sign-test or t-test, using ordinal scale which consisted of subdistricts, sex, age, education, length of services, income, working hours, responsiveness, income per hour, and types of occupation. The result of the research showed that the average minimum wages of informal workers in the sectors of commerce, home industry, and services before and after UMK per hour was different. It was found that the wage value of each informal worker individually in the sectors of commerce, home industry, and services was almost close to the expected average value. There was no similar value before and after UMK per hour which indicated that UMK per hour had the value which significantly and directly influenced the evaluation on informal sector workers. The result of this analysis can be used as the basis for decision making of business people and the government to implement feasible wages for informal workers.
     
    Pekerja sektor informal adalah orang yang bekerja secara pribadi dan atau kepada orang/badan/perusahaan/industri kecil secara informal baik di bidang perdagangan, home industri ataupun jasa. Upah minimum kabupaten/kota (UMK) adalah besarnya upah minimum yang diberikan pada pekerja di wilayah regional kabupaten atau kota. Penelitian ini menggunakan uji statistik non-parametrik pada uji tanda atau uji beda (Sign-Test) yang menggunakan data skala ordinal terdiri dari kecamatan, jenis kelamin, umur, tingkat pendidikan, lama bekerja, pendapatan, lama jam kerja, tanggapan, pendapatan per jam dan bidang pekerjaan. Hasil penelitian menunjukkan bahwa rata-rata nilai upah minimum pekerja informal sektor perdagangan, home industri dan jasa sebelum dan sesudah upah minimum kabupaten/kota (UMK) per jam adalah berbeda. Penelitian ini menunjukkan nilai upah tiap individu pekerja informal sektor perdagangan, home industri dan jasa semakin dekat dengan nilai rata-rata yang diharapkan. Dan tidak terdapat nilai yang sama antara sebelum dan sesudah UMK per jam, ini menandakan bahwa adanya UMK per jam memiliki nilai yang sangat mempengaruhi penilaian para pekerja sektor informal secara langsung. Dengan adanya penelitian UMK per jam ini dapat menjadi dasar untuk pengambilan keputusan bagi para pengusaha dan pemerintah untuk menerapkan upah layak bagi pekerja informal.
