The result of good appraisal quality is the appraiser's main goal in supporting the national development, especially the development acceleration of the National Strategic Project since appraisers play a very important role to determine the compensation value in land procurement for public development. To obtain a good appraisal quality, the appraiser is required to comply with the basic ethical principles as regulated in KEPI (Code of Conduct of Indonesian Appraiser). The research examines the effects of basic ethical principies on the appraisal quality using 5 components of basic ethical principles, namely integrity, objectivity competency, confidentiality, and professional behavior which is used as the independent variable. Meamehile, appraisal quality is used as the dependent variable. 31 (thirty-one) appraisers working in the Office of Public Appraiser Service who have been registered in North Sumatera and Aceh Provinces in 2021 become the research population. The research uses saturated census sampling method so all the population becomes samples and the analysis is conducted using multiple linear regression analysis method. F-test. T-test and coefficient of determination (R2) test but classical assumption test is conducted first to examine the research method. The result proves that either partially or simultaneously, integrity, objectivity, competency, confidentiality, and professional behavior have a positive and significant effect on appraisal quality. The principle of professional behavior is the basic ethical principle that has a positive, dominant, and significant effect on appraisal quality.
