The evaluation of the Hospital Management Information System (SIMRS) is conducted in one of the health agencies in Binjai city. The research aims to find out the factors causing small net benefits through SIMRS implementation that lead to stagnant service performance. Based on a survey of patients' satisfaction conducted, there are some complaints found regarding the service performance in the agency and the low increase of patients annually. This is qualitative research that collects primary data using surveys and interviews using the guideline of questionnaires distribution and information system users as the respondents. Research samples are taken from 76 employees consisting of upper management, middle management, and lower management. This research employs the HOT-Fit method that consists of three aspects namely human, organization, and technology and the variables consisted of system quality, information quality, service quality. users' satisfaction, system user, and organization. The result of the t-test with SMARTPLS indicates that variables of user satisfaction and system user have a direct influence on the net benefit value of SIMRS while system quality and organization have an indirect influence on the net benefit value of SIMRS.
