Abstract

The research investigates and analyzes the implementation of the Regulation of Minister of Home Affairs No. 70-2019 on Local Government Information System (SIPD) on E-Planning Application in the development planning of Pakpok Bharat Regency. It employs descriptive qualitative research approach and collects dara through interviews, observation, and documentation study. Based on the data, this research systematically, factually, and accurately describes facts, characteristics and relations between existing phenomena. The analysis is made by using Edward If theory which is by analyzing the factors of communication, resources disposition and organizational structure The result indicates that the Implementation of Regulation Minister of Home Affairs No 70/2019 on Local Government Information System (SIPD in implementing E-Planning Application in the development planning of Pakpak Bharat Regency runs relatively well even though it still requires some improvement On the aspect of implementation indicators, the communication transmission is good resource quantity is adequate information is easy to obtain, the authority is clear and the facilities are adequate The implementers attitude and responses in ruining the SIPD ore quite good and they are committed. It is proven by the efforts to meet the planning stage deadline However, there are some problems found such as the lack of understanding regarding classification, codification and nomenclature of development planning. the problems infrastructure (network or server, and there is no Standard Operational Procedure. The quality improvement of human resources (planners) is required so they can keep up with the changes in the information system which is dynamic and the planning document can be written in higher quality
