The purpose of this study conducted in Silimakuta Subdistrict, a center for potato production in Simalungun District, was to analyze the impact of the application of Good Agriculture Practices (GAP) to the productivity, quality, income of potato farmers and regional development in Simalungun District. The samples for this study were 80 potato farmers consisting of 40 farmers applying GAP selected through purposive sampling method and 40 farmers who did not apply GAP (non GAP) selected through simple random sampling method. The data obtained were analyzed through t-test, multiple linier regression tests, and Ordinary Least Square (OLS) method. The result of this study showed that, in average, the level of productivity, quality and income of the potato farmers applying GAP was significantly different from those of the non-GAP potato farmers. In average, the productivity of the potato farmers applying GAP was 16.160 ton/ha while that of non-Gap was 12.555 ton/ha that there was a difference of productivity for 3.605 ton/ha. In average, the good quality produced by the potato farmers applying GAP was Rp. 45.954.000, while that of non-Gap was Rp. 30.080.000 that there was a difference for Rp. 15.847.999. In average, the medium quality produced by the potato farmers applying GAP was Rp. 14.703.000, while that of non-Gap was Rp. 8.412.800 that there was a difference for Rp. 6.290.200. In average, the low quality produced by the potato farmers applying GAP was Rp. 2.238.000 while that of non-Gap was Rp. 1.483.000 that there was a difference for Rp. 754.700. In average, the income of the potato farmers applying GAP was Rp. 32.426.000 while that of non-Gap was Rp. 18.976.000 that there was a difference for Rp.13.450. 000. The result of regression analysis showed that, statistically, the factors significantly influencing the income of potato farmers was amount of production, cost of seeds, cost of fertilizer, and wages/salary (negative influence) while, statistically, the application of GAP did not significantly influence the increasing income of potato farmers because there was no difference between the price of the potatoes produced by both the potato farmers who applied GAP and those who did not apply GAP.
