Poverty still remains a problem at the root of every social problem that
grows in the State of Indonesia. The economy is increasingly difficult due to the
impact of the global economic crisis made the government has a role as a problem
solver for any matter arising and destabilize the society considers that the soaring
prices of basic commodities causing the higher the poverty rate is increasing
annually, the government in alleviating a program that is named as Raskin (rice
poor). Where Raskin is useful to relieve the burden of the people who can not
meet basic needs (rice) family members every day. Raskin is also the
government's efforts to sell the cheap subsidized rice to alleviate poverty on the
basis of respect for the fulfillment of rights of the poor to food.
This study used descriptive qualitative approach. Location of the study
was conducted in Kelurahan Kecamatan Simpang Selayang Tuntungan Medan
Medan. The population in this study are all people who get as many as 817
families Raskin. And the sample is 10% of the total population of 82 households.
The data then were analyzed by commenting (analysis) by using a single table.
From the results of this research is that evaluation of the Raskin program
has been running pretty well, but the Raskin program is not an answer in solving
the poverty problem faced by our society. In addition, the Raskin program also
creates dependency effects that cause people less willing to try in changing his
life. Raskin it is less precise due to problems of poverty faced by a family varies
depending on the number of family members, livelihoods, education background
and the environment in which they live. With the Raskin program is not living
standards become more prosperous as well as what the objectives of this Raskin.
