| dc.description.abstract | The management of carrier on the road specially the
company which offers carriers services under the authority
of Branch Organda especially for Port Belawan, which has
some handicaps, as a result of having no standard tariff
which account all the needs for the transportation carrier
carrier services, this problem caused tariff war and at
last some of the transportation carrier services have been
bankrupt.
Making the tariff carriers agreement which look for
the regulation of government Number 41, year 1993, article
50 which talked about the carrier: carrier tariff which is
made based on the agreement between customers and trans-
portation carrier services.
At Belawan port had made tariff agreement between
customers and transportation carrier services that made on
the Letter Of Agreement, which applied on dual decree on

With this back ground the objective of the research,
to know how to make tariff agreement carriers from and to
Belawan Port and some handicaps that happened on tariff
agreement.
This research is descriptive legal aspect to get
sone information and facts which details about the validity
of tariff agreement and the implementation of it (the
enforcement of carriers agreement).
For data collection, the researcher used interview
