| dc.description.abstract | Family Planning service is intended to support the attempt of minimizing
mother's mortality rate (AKI). According to SDKI (2003), AKI is still relatively
high (307/100.000) that the Department of Health prioritizes family planning
program as an attempt to minimize AKI. In fact, the coverage of active family
planning program participants in various regions in Indonesia has not achieved the
target of 70%. This information reveals that the utilization of family planning
service is still low. In Tapanuli Tengah district, the achievement of active family
planning acceptors is still low, only 52.52% in 2003, 54.02% in 2004 and 54.16% in
2005. It is recorded that 1.074 active acceptors terminated using contraception. The
abortion practice among the unmet need couple is very high. In 2005, there were 46
cases of abortion complication from Tapanuli Tengah district referred to F.L.Tobing
General Hospital Sibolga.
To examine the factors related to the low utilization of family planning
service in Tapanuli Tengah district, a study on the relationship between the
characteristic of fertile age woman and the quality and utilization of family planning
services in Tapanuli Tengah district in 2006. This study employs the cross sectional
survey design with the samples of 184 fertile age women.
The result of study reveals that there are 6 (six) variables that are related to
the utilization of family planning service; number of children, education level,
knowledge, .~vailability of family planning service, accessibility of family planning
service station, and affordable cost of family planning service.
The conclusion is that the knowledge about family planning is dominantly
related to ihe utilization •Of family planning service. Based on this finding, it is
suggested that the knowledge about family planning program be improved through
the extension on family planning and the family planning policy maker be
approached to provide the community especially the poor families with free family
planning service and increase the number of contraception facility supply in family
